Dr. Swan has been appointed to the U.S. Department of Health, Education and Welfare, Social and Rehabilitation Services, Region lll in Philadelphia, PA, December 24, 1972. Swan will serve under Gorham Black, Regional Director of Region 111
(From 1971 to 1977, Gorham Black served as the Director of Region III of the U.S. Department of Health, Education and Welfare. He supervised more than 8,000 employees and had responsibility for administering the broad range of departmental programs and services annually costing over $10 billion in the Region's five states, Maryland, Pennsylvania, Delaware, Virginia and the District of Columbia)

Dr. Swan (provided updates to the President of the United States, technical assistance to the states, research and development, vocational rehabilitation, reviewed the State Plan and managed billions (Letter of Credit) in conjunction with the Secretary David Mason of Maryland Department of Health and Human Servies, Baltimore Department of Social Services, Pennsylvania, Delaware, Virginia and the District of Columbia)
Additionally, Swan was the former Executive Director of United Neighborhood Services in Scranton, Pa. 1970-72

In The Press......... Charles' acting, singing and music debut can be traced back to his childhood in 1952 at Fannie L. Bour bar Elementary School and at Pennsylvania AME Zion Church in Baltimore, Maryland. His class under the direction of Mr. Arnett Brown (teacher) had the class present the life and history of John Henry the Steel Driving Man in the puppet show. The class spent several weeks preparing for this stage show. Charles played the part of the preacher man. "The Review was a smashing success....to say the least". Charles continued to act in school plays and blew his trumpet in the school marching band and orchestra in Booker T. Washington Junior High School and Baltimore City College. The famous saxophonist Gary Barts rose from these ranks. Charles had a little trio that played out of the Music Union Hall on Howard Street in B-More in 1955.
